Yes, and only the state's attorney general can hold them to it. They might make a pretty good argument to raise rates, but probably not to keep advertising it after the first price increase. Details they need to increase price? not a regulated utility, so they can do what they want.

lowest cost ISP vs advertising ethics, I will still take the lowest cost at this point in my life. sign me up.
However, if you want to fight their ethics be my guest, just don't be upset if you end up paying more afterwards. . .
