We TV bicycle clubbers follow rules of motor vehicles when on roads and cart rules when on rec paths.
We can also become -pedestrians when we dismount and walk the bikes.

In FLA and most states we must follow motor vehicle rules.

Please remember to watch out for bicyclists - every one of them that is on a bike is allowing those

Duuhh...This thread is entitled "Cars have the rightaway, don't stop!"
This implies to me that we're talking about cars. If that's the case, they can be driven by anyone from anywhere, even cross country. If that's the case, they could just be passing through.
It's doubtful that they fell from the sky.
