Hotels and motels were early adapters of low-flow shower heads, viewing them as a way to save money. This was done without considering whether or not there was a water shortage in the area.

When I traveled for business, I made it a point to unscrew the shower head and remove the restrictor as many of the hotels/motels used shower heads with a flow rate of only 1.5 gal/minute. That low of a flow rate made for a miserable shower and, probably, doubled the time you spent in the shower to get the soap rinsed off.
That tiny flow makes rinsing hair like mine SO DIFFICULT, they are not saving water with me. I like your unscrewing shower head tip!!
