I just found out recently that items which a 'homeowner' is allowed to replace/repair in their own home are NOT allowed to do the same service for another homeowner. For example, I can replace a bad light switch or outlet, etc., but I cannot do this for a neighbor LEGALLY. As for others, it depends on how far you want to stick your neck out, so for all of the other handyman types out there, they can determine their own level risk they want to accept, and perhaps they have suitable insurance for liability coverage.
I will continue to provide advice based on my years of experience, and the repair of small electronic devices, but items typically requiring a licensed individual I am going to refrain from these projects.
