The surrounding marsh land is owned by the city of Leesburg, and I am sure the city would sell it to TV if it could, but it would be expensive to make it work. The bonds are high for this area because it took a lot of work to fill in spots, like Lake Denham Drive to connect the Enclave to the rest of Dabney. It would be cheaper to by arable land or pastures, as they have done, and just continue to march south.
