I think that what you do BEFORE any accident occurs is just as important.
Best documentation is to have it recorded. Two reasons. First there've been instances of golf cart miscreants just up and leaving the scene, and since carts ordinarily don't have license plates there is no way to trace the owner. A GoPro or some such could prove to be a pretty valuable investment: it would record the incident AND help Law Enforcement to locate the cart if it fled the scene.
Second, unless there is evidence or witnesses who back up what happened, it just comes down to one person's word against another. And is someone's butt is on the line--well, honesty might NOT be the best policy.
Oh--install seat belts. We did. About a $50 investment and a little time with a drill and a couple of wrenches.
