In 2000 the Social Security trust funds were so well funded they were on a track to own the entire US national debt by 2010. Then 9/11 happened, the War On Terror spending, with no taxes to pay for it, happened, and the baby bust of the mid 1990s continued and accelerated. Bad decisions and grim statistics.
