I don't know, perhaps I really am the one who does not understand "enforcement". I agree many MANY "rules" are not followed and are not "enforced", but WHO do you call when push comes to shove ? Are the local police, or sheriff's deputies REALLY responsible to enforcing rules ? I am guess most of us who live here listened to all the rules and deed restriction, and so on when be first came, but never even thought to ask the most relevant question: Do you have a formal and legal organization for enforcement ? You're own legally invested police force ? or, what ? One thing I have always wondered, the "rule" about only residents and guests may use pools. If "enforcement" comes around, and orders an "offender" to vacate, what if they refuse ? Do they call the county sheriff's deputies to remove the individual(s), or if in Lake county area of villages, do they ask the local police to remove these people ? It just all seems unrealistic to me ?
