Or, are the vacuum breakers on the hose bibbs all that are needed. The hose bibbs are the only spots where contaminated water might enter the system.

There may be a check valve on the county side of the water meter to prevent your house water from backflowing into the main water system. Other than that, vacuum breakers are required, by the current code, on exterior hose bibbs and on the irrigation system that uses potable water.
If the sanitary manhole cover in the street is at a lower elevation than your house floor level, a backflow preventer is not allowed to be installed on the sanitary drainage system by code. Some people, who had a basement in their northern house, may have had a backflow preventer in the basement.
