Here is some follow-up, I have a 'spare' Kelch fuel gauge, and first i was wrong, the float is solid and will not leak. There is no adjustment. I had mine out and moved the float from the bottom to the top and the needle indicator moved from empty to full.
So, as I noted before it is very hard to actually fill the tank so the float will be at the very top and indicate full.
IMHO, I would not make any adjustments to get "full" indicating as this might interfere with the empty indication which is very important.
