It is pretty obvious in our lives that where ever there is enforcement there is adherence to the law, therefore bring on the enforcement and ticket the you know what of the violators.

I agree that it's an enforceable infraction. But the question is, "who's gonna enforce it?" Certainly not the Sheriff's Department. Neighborhood watch has no authority to do it. So, it's going to go unenforced.

But think for a moment of the courtroom scene. Baliff: "......Docket number 123456, The people versus Joe Village, driving with golf towel hanging over taillight in the first degree." Judge: "Mr. Village, how do you plead?" Joe: "Not guilty your honor, I tucked my towel into my bag before I left the house, and didn't know that it had blown out and was hanging over the light, until the Villages SWAT team surrounded my cart." Judge: "Bail is set at $10,000." Joe: (being dragged screaming from the courtroom) "I'm innocent I tell you, innocent, you'll never make this stick."
