One problem is that many houses have a garage on one side of the house and bedrooms on the other side. When a new pool is installed, the pool contractor will locate the pump on the garage side right next to the next door neighbor's bedrooms. So, the neighbor hears the noise, but the pool owner is not affected nearly as much.
I think The Villages needs to address this issue with new rules.
