It's a scam if the homeowner signs an "assignment of benefits (AOB)" agreement and the insurance company doesn't agree that you need a new roof. Then, the roofer sues the insurance company to force the insurance company to pay for a new roof. And, sometimes the roofer deliberately damages the roof to support the claim for a new roof. Also, the roofer does shoddy work or takes too long, but the homeowner cannot replace them because of the AOB agreement they signed.
