True, but when you think about it, it is an idiotic law. The whole point is for the state to collect that registration fee for essentially the same cart to legally go 5 mph quicker. It is NOT a safety issue---after all, what do you think is more dangerous?---driving 45 through a 15 mph school zone or driving a cart 20.1 mph on a MMP?
