The point is that you DON'T KNOW, and it is not up to YOU to dictate his speed to him, that's why we have LEOs. That's existing law. There is also a pending law that would make it illegal to just cruise in the left lane when not passing anyone, regardless of speed. Again, it baffles me why so many, even on this site, think of them as self-appointed guardians of the speed limit. When someone wants to pass, just let them. I get passed all the time, and sometimes pass others. It's no big deal.

PS: Florida law also states that when you are getting passed, it is illegal to speed up to prevent it. You MUST maintain your same speed until the other vehicle has passed you. For all those self-appointed LEOs, I'd love to see enforcement of the laws I just stated above.
