Respectfully disagree. It is not just about tax, as the state could easily require license taxes for any and all forms of transport to use the roads, etc. As for safety, laws are put in place and the line for acceptability has to be drawn somewhere. Generally speaking, we are already exceeding the design specs for max safety at 20 mph. Why can't the "daredevils" be satisfied with that when operating on public roads and parking lots. If you want a go-cart, go to a race track or buy your own place where you can act the fool all you want and put no one else in jeopardy. No need to stress over a couple mph, imho.
