Sorry, no sale. If it were not about the fee, why do "they" allow you to go 25 in the exact same cart (mechanically) if you pay them. Are you stating the DMV intentionally allows those that pay the registration fee to operate their cart at an "unsafe" speed. I guess, why not. They let you operate at 25 on BV and Morse with 18 wheelers going 50. But your argument no longer holds any water
