I think that it is very unfortunate that a well known problem like golf car speeding is allowed (wink, wink) to have developed. It shows a lack of moral clarity. It is like the "broken window" concept of Policing that New York City needed to deal with many years ago. We need a sign under the America's Friendliest City sign that reads, "See a Problem, Ignore the Problem.
