Well, that is not what it says. It says if you are "overtaking". Which as far as I am concerned means that I can use my judgment as to when I am safe to re-enter the right lane. If there is another car in front of the car I just passed, and I am overtaking that car, I am not obligated to put myself into the slow lane so that the impatient jerk behind me who feels it's his right to go 20mph faster than the speed limit, rather than the 10 faster than I'm going, with his lights flashing, shooting me the middle finger, can pass me.
If I can, and when I feel it's safe to, I'll get over there. And I'll be sure to signal ahead of time so he knows not to aggressively pass me on the right the instant he can squeeze between my right rear fender and the front left fender of the car I've just overtaken.
