Seems likely and that will be costly for some.

The rates change for usage above 7,000 gallons and then again for usage above 14,000 gallons. I don't use much but a double bill will likely push me above 7,000 and into the higher rates. For someone already in that range, a double bill will push them into the >14,000 rates which are almost 2.5 times the rate I'm used to paying.

10,000 gals would be a usage charge of $35.11
A double bill for 20,000 gallons would be a usage charge of $86.47
If no adjustments are made, there would be a $16 penalty for a double bill over two separate bills.
