I presume you are asking about TV portions of Lake County, and not the entire county.

1. Yes, it is generally the "historic" section of TV. Initial bonds were smaller than they are today, people have paid longer on them, so now probably most TV homes in Lake County have little or no bond remaining on them.
2. Never say Never! But I know of no plans at all for new bonds.
3 and 4 - As far as TV goes, not much difference, everyone is treated the same. It does put you sort of on the edge of TV so the Lake County portions are never what I would cal "centrally located" in TV. Different governments (City of Lady Lake as opposed to Sumter or Marion County) so some differences there also. IMHO there is not much in differences about the Lake, Marion or Sumter portions of TV that should drive your purchase decision. Base your decision on all the other stuff that is important to you - like location (corner, golf course view, water, etc.), closeness to shopping or restaurants, the neighbors, home construction, etc.
