If not that, then perhaps a very large group of people are hitting retirement age. These would be the people born right around 1960 before the declining birthrate due to CO2 took hold. Developer has to take advantage of the situation now before the bottom drops out.
The question for homes is how long the building can continue when the number of retirees drops off. This is the same as the question of how Social Security will continue with fewer and fewer workers paying in to the program due to declining birthrate due to increasing CO2.
