Lake Sumter Landing infrastructure is “owned” by the Sumter Landing CDD (SLCDD). The boardwalk is part of that infrastructure.
AFAIK there are no homes within the SLCDD, there are only commercial properties. The commercial properties are (all?) owned by one of the Developer’s companies.
Being part of the common area, repair of the boardwalk is covered by the project-wide funds under advisement of the PWAC. Essentially, the boardwalk is no different than the Brownwood windmill and water tower which were also repaired with project-wide funds.
EDIT: There is a proposed upgrade to the boardwalk. Part of that proposal, introduced at the PWAC and SLCDD meetings on May 13, was to reclassify the boardwalk as an amenity and move it from the PWAC/PWF to the SLAD.
