You didn’t say how they made them. If using a Cricut or hand cut dies machine. Both require extensive cost for start up.
So snow globe is stock item on Etsy or any craft website (hobby lobby) usually your start up cost could be $5-10 per card. Once you can make your own it’s more cost effective. Using a photo clear plastic and some snow(glitter) or snowflakes, pretty simple project.

Start with Pinterest, find the project that works for you at beginner level. There were usually be their website attached so you can follow. You can try to hunt YouTube, but can be daunting and too much $$$ to start up. It’s just easier to start with Pinterest, just type in photo snow globe and at least a hundred will pop up. Start with beginner then work your way up.
