I believe the reason is that the starter shacks will not be finished for both courses. The same thing happened at Bogart and Bacall when they first opened.
IMO, all of the new executive courses in that area (Redfish Run, Bonita Pass and Yankee Clipper) are nice layouts. They are a bit immature as far as grass, but very challenging.
