That's your opinion. But it isn't the law. And establishments (such as restaurants, fast-food chains, supermarkets, doctor's offices, department stores, phone company offices, etc etc etc) reserve the RIGHT to not allow pets - whether controlled or otherwise. That is THEIR right. You have the right to not go to these places, and they have the right to not let your pet through their doors.

Service animals are TRAINED to behave. That's an actual thing. Pets might, or might not be trained to behave. You don't get to find out until after the damage is done.

If all of this bothers you, stay home. You're allowed to, that is your right. Or you can go and be bothered by it. That is also your right. What you don't have the right to do, is bring your pet into any building owned or rented by someone other than you. That would be a privilege granted to you by the owner/tenant.
