They can prevent you from entering but not the dog!
There is no such thing as a "certified" service dog. The dog owner can self-train and self-certify a service dog, and no one can dispute them. There are no organizations who can certify a service dog, although some organizations claim that they can for a fee. The ADA Act does not require any dog owner to provide any written evidence that their service dog is trained or certified. That is the problem with the Federal law.
