The "image of a wheelchair" is the standard signage identifying a handicap parking spot. It, in no way, limits the spot to wheelchairs...

Add to that, not all handicap spots have that extra room for wheelchairs. Some -do- have that white striped aisle next to the parking pace, but not all of them have that...
