Water isn't moved between ponds using the storm drains, there is a separate set of piping for that purpose. What you are hearing is the normal drainage that builds up as it goes down hill and to it's confluence with the assistance of various lift stations throughout the area. The primary source of the water is sprinkler run off into the streets from the various homes. One or two houses aren't much but a little here and a little there from the dozens of houses watering at one time throughout the various sections of the community adds up quickly.
