Water isn't moved between ponds using the storm drains, there is a separate set of piping for that purpose. I live in court yard villa with three retention pond around in my area. True normal shallow buried street drain not used for transferring but the deeper buried drains that run out to retention ponds are in my area. Also gators use these to migrate from pond to ponds. Yes when they are pumping water to lower ponds levels I hear loud gushing of water. When I walk in early mornings I also hear irrigation runoff from the swallow buried street drains running into the deeper street drains that go out to ponds. They also can close off deeper drainage lines to pump down pond. I know this cause during heavy rain they left plug in and or CYV streets were flooded on down hill side.
