Unfortunately, it's not confined to The Villages. A few months ago at MCO a person was wheeled to the baggage claim area next to me by an attendant. When he saw his bag, he literally jumped out of his wheelchair, grabbed it and RAN to the exit faster than I could. There should be a large fine for falsely utilizing a service that others truly need, not to mention a permanent place in group 9 boarding for the rest of his life.
