Try a “bump up”. Cut out the ceiling between studs. Frame a box support for the kayaks above the cut out, seal it with drywall for fire code, and install your pulley system on the new box. This assumes your boats will fit between the ceiling joists. If not, you have an engineering project of a bit more complexity.
