Hammock Oaks is not on Villages property, it is just one of several new developments in this area. Is there any reason to believe *ANYONE* that is not a Villages resident (residing on Villages property) is eligible for a Villages Resident ID? As others have mentioned, it it just good business practice to advertise the local attractions when selling a home and the squares are local attractions.
I don't think any of them are located on Villages property, but I don't know the actual Villages property boundaries. Freedom Pointe is on El Camino Real, Sumter Senior Living is on Rt 466A and Watercrest is on Rt 466. I think they have an agreement with The Villages to pay the amenity fees so their residents can use the golf courses, rec centers, and other amenities. As far as I know, these are private facilities and not owned or operated by The Villages.
