Is this a desktop computer or a laptop? If it's a desktop, is it an all in one, or is it a tower with separate monitor? If it's a separate monitor, does the monitor have a built-in camera? If it doesn't, do you have a webcam otherwise connected to the tower?
I'm wondering if your computer is looking for your webcam, and that's why it's not obeying your command to recognize your manual camera.
Also is it an SLR camera? It might simply be too "legacy" to work with Win11.
