At 20-24 mph, with a full windscreen, a relatively light down (or synthetic) jacket, will be comfortable. Eddie Bauer is a good source. You might add a hat. I have a down vest that easily stuffs into pickleball bag (or golf bag) that I use often. The full jacket is good below 40F - where pickleballs get fragile and break often. It also stuffs small enough.

The golf courses will close if it drops to 32F to protect the turf.

I have only used the zipped covers twice in two years of nearly daily use when caught out in heavy rain.

The down will keep you warm when you are untethered!

It is also cheaper than any of the modifications that you mentioned.
