I am dumbfounded they change them out in January, they get frozen out most time then they have to replant the sprouts. When they had full bloomed and pretty flowers. Correct, just ask. Wifey has, on occasion, obtained very nice flowers they were going to discard. But yes, please be safe; don't be stopping in the middle of a roundabout to inquire.
