No. Rust is the byproduct of iron oxidation. Iron oxidation creates rust. Iron oxidation is a chemical reaction between oxygen and iron. Chemical reactions affecting metals are corrosion.
Rust == iron oxidation == chemical reaction affecting a metal == corrosion
There are many types of chemical reactions/corrosion; with iron, oxidation/rusting is one of them.
Bottom line, whether you accept that rust is a sign of ongoing corrosion or not, does it really matter? You know that the pipe is slowly deteriorating and something needs to be done to stop it.
