The state has control over the vetting of foster parents. The state has control over the funding (or lack thereof) for foster care resources, including checking in on the kids to make sure they're being educated and prepared for life after high school. It's pretty sad that these kids have to rely on charities to get them through this transition period, but it's a WONDERFUL thing that these charities exist.
