With tile I am sure they can prep the vinyl floor to accept the tile flooring and float out the transition of the vinyl edge to the concrete slab and make it work. There are usually two sizes of quarter round to pick from, use the smallest they offer. If it was my home and I went with all tile I would have them remove all of the baseboard and supply and install new on top of the tile unless you were to op to taller base where you can tile up to and not lose the height .

not a great method, pretty cheap and fast and crap on the value (ROI)
