Probably not in this case. If the USGA meant "carry", they likely would have used that word. They're generally about the most pedantic people in the world.

Besides, Driver distance calculations, as well as Driver design and swing metrics, are usually optimized to induce roll.

Using that calculation with Drive "carry" only, decent players would be shooting in the mid-60's.
