Rules, common sense, and courtesy of others (especially their safety), would really make TV a better place. Same thing for on the roads.

If I'm riding towards the left side of a lane, it means it is unsafe to pass.
If there is a bike in lanes on both sides. Sorry, you cannot pass (especially between them). Do you want to kill someone? STATE LAW. State penalties.
Yes, Florida Law applies to what you call golf cart paths.

Please cite the Florida statutes that say:
- You must completely leave the lane to pass a bicycle
- You must not pass on the right
- You cannot come within 3 feet of a pedestrian
- Anything at all about bicycles in both lanes
- Anything at all about the Florida statutes above (if any) applying off the public roadways (golf cart paths)
It is very, very easy to write, "IT'S THE LAW!" It is considerably harder to find statutes that do not exist.
