Unless you looked closely at the equipment attached, that's likely not true.

The ones I saw on Stillwater, had two (2) "activators", which usually indicates it's measuring more than the raw numbers of vehicles.

The simpler ones, measure traffic count. More sophisticated ones measure traffic count, axles and/or weight. There is equipment that can measure all of the previous, plus "speed" (or even acceleration).

There's really no such thing these days, as "too close to measure speed". Think about it. Your Apple Watch (& others) can measure the speed of your heartbeat and a $29.95 gizmo from Amazon, can measure the speed of a baseball being thrown.
