Bicycles are allowed most anywhere. Florida has statutes about occupying a single lane, staying close to the shoulder, and riding in groups. However, if those statutes are not enforced then they may as well not exist.
Not all cyclists ignore the laws but the ones who do tarnish the reputation of the rest.
