One resolution would be to tell them NOT to put gas in the cart.
Buy a 5 gallon can to keep in your garage and then you fill the cart from that when needed. It's unlikely anyone would put 250 miles on the cart in a week so you could probably get away with filling the cart only once per week. If you don't like the idea of a can of gas in the garage then simply take it back once per week and drive it to the station yourself.
As you pointed out, there is not a lot of room for the belt mechanism so it is important to be careful with it. Your experience is that no one is going to be careful enough so don't let them try. Fill it yourself and you don't have to worry about giving them instructions they will not follow.
