But I think a golf tournament should be designed to treat all players equally, which means the tee times and pairings for the first 2 rounds should be determined randomly, not based on the players perceived abilities. Just my opinion.

It’s all about generating viewership ratings and the associated revenue. People want to watch “featured groups”, and the associated increase in revenue benefits all the players through increased purses. All the golfers making the cut benefit and aren’t complaining about not being treated equally.
