There are many places in the US where a single zip code serves two or more communities, even multiple incorporated cities.
I'm not saying it's a good idea (one neg issue is some or all people & businesses having to change zip codes), but the PO, being a quasi-federal agency, can do whatever it wants with zip codes & zip code boundaries. Local governments, HOAs, VCDDS, and individuals can support or oppose, but in the end the PO has 100% control over zip codes and opening & closing POs. Fed legislators can and do force PO decisions via carrot & $tick. But that's on a different level.

No, it can't make all of The Villages one zip code. The Villages aren't even in one COUNTY. They're in THREE counties, in several towns, each with their own set of zip codes.
