There is not a separate rule for The Villages & the residents, just an over zealous Village Watch driver.
Declaration of Restrictions states in Article V, Section 4, ......Lawn ornaments are prohibited except for seasons displays not exceeding a thirty (30) day duration.
Probably not necessary to have him "stick it", just remind him of the rules.
