Yesterday we purchased a moisture meter to test. We lifted up a good part of the vinyl and are using a fan to dry out the floor. We will see after the concrete dries out, if the moisture is gone for good. Have anyone of you had this problem before?

Do you have gutters all around the house? If not. the concrete act as a sponge and that is why your floor is damp.
