I believe he was referring to places more like NYC, Boston, Chicago, and such.
Smaller towns are usually filled with very good people. I grew up in Bum Fkd Egypt, Pennsyltucky, and lived in big cities as as adult, and found BFE type places to be filled with good people. First to shoot a criminal but also first to help you push a car up a hill so you can pop the clutch to start it on the other side's downhill.
With The Villages being so large, and full of people from those "ignore everyone else" types of areas, it is nice to see so many people turn kind.
