My guess is why buy an entire modular home community, if they could just buy rights for whatever needs to be built? Or why doesn’t Walmart buy it, since it could benefit their sales. Then again Walmart knows people are going to shop there with or without a cart access

Guessing is all any of us can do. Either the area was not for sale or not wanted by The Developer. I personally think that the Morse family has generally done very well for those living in The Villages and also continues to learn and make decisions that are good for all of us and our property values.
